1. Regions or area that are close to seaside.
2. The coast is defined as the part of the land adjoining or near the ocean. A coastline is properly a line on a map indicating the disposition of a coast, but the word is often used to refer to the coast itself. The adjective coastal describes something as being on, near to, or associated with a coast.
3. It depends on what scale you're talking about. At least in the government's eyes it can be definied as any state with the ocean as a border. It can also be defined by county or even by a certain distance from the ocean (such as say 3 miles inland). It just depends on what you're studying.
